Raja. M. Shanmugham, President said he has made a representation to Nirmala Sitharaman, Hon’ble Union Minister of Finance to reconsider the amendments made in the Budget and other issues.
Raja. M. Shanmugham said the items like tags, labels, sticker, belt, button or hanger, printed bags were being imported without payment of duty and the only requirement is the importer has to produce the member certificate from AEPC. In the Union Budget 2021-22, the amendment has been made in the procedure for import of the above mentioned items and thereby, the importing units have to execute a bond with Customs for import without payment of Customs Duty and the issue is that even after 10 days over since Budget, the Customs Department has not given any clarification on how to execute the bond and for urgency, the units are paying Customs Duty and clearing it. He requested to reconsider the amendment and restore the status quo.
Raja. M. Shanmugham further said the items like Fasteners including buttons, Zip Fasteners including Zippers in roll, sliders / pullers, eyelets, rivets, laces, Badges, Stones, Velcro tape, beads for embroidery, stud etc., were imported without payment of duty using Export Performance Certificate (EPC) obtained from AEPC. But in the budget, amendment has been made and thereby, these products will attract Customs duty with effect from 1.4.2021. As the competitiveness will be eroded, he request to reconsider the amendment and restore the status quo.
On pointing out the delay in announcement of Remission of Duties and Taxes on Exported Products (RoDTEP) Scheme rates, he said the rates have to be announced quickly with additional benefits for a shorter duration.
Raja. M. Shanmugham requested to extend Interest Equalisation Scheme on Pre and Post Shipment Rupee Export Credit for another three years. He also requested to help the units removed from the Risky Exporters status.
